Circular 32/23 Amendments to SOP07 – Accounts, Financial Management and Expense Reimbursement

It was agreed at the joint District Presidents’ Council (DPC) and RSL NSW Board meeting on 16 March 2023, to continue consultation with members on the process of creating and reviewing Standard Operating Procedures (SOPs) and associated policies via the District Council President. 

SOP07 – Accounts, Financial Management and Expense Reimbursement requires urgent review to ensure it reflects the current Australian Charities and Not-for-Profit Commission (ACNC) and NSW Fair Trading regulatory and reporting requirements. This will ensure that sub-Branch Office Bearers are equipped with the guidance they need to undertake charitable operations.  

By way of example of the changes that are required, the classification of charity sizes in the current SOP07 is outdated, as are the reporting requirements for sub-Branches with new sharing arrangements between the ACNC and NSW Fair Trading.  

The proposed amendments to SOP07 have been considered in consultation with a reference group of member representatives, as agreed by the DPC. A document with proposed amendments is now available for member review before it is tabled for discussion at the next DPC meeting on 25 May 2023. 

Actions required:

  • Sub-Branch Office Bearers are to invite members to review proposed amendments and provide feedback.  
  • Sub-Branch Office Bearers are to provide member feedback directly to their District Council President before 24 May.  
  • District Presidents will collate the feedback for consideration by the DPC on 25 May.
