Circular 29/23 The 2023 Compliance Annual Report is due for completion by 31 May

Further to Circular 61/22, sub-Branches wishing to provide input into the Compliance Annual Report (CAR) must do so by 31 May 2023.

While not compulsory, it is recommended that all sub-Branches complete the CAR – thank you to the 82 sub-Branches that have already done so. A broad subset of responses will better inform future training programs and resources available to sub-Branches to support them to fulfill their governance and compliance obligations.

The CAR has been designed and tested in consultation with a reference group made up of sub-Branch and District Council representatives. It covers sub-Branch obligations under the RSL NSW Constitution, Standard Operating Procedures (SOPs), in addition to legislative requirements from the Australian Charities and Not-for-Profit Commission (ACNC) and the Australian Tax Office. The questions within the CAR are divided into four categories: Finance Processes, Governance Processes, Legal and Regulatory Requirements, and Charitable Purpose.

Information gathered from sub-Branch CAR submissions will inform future training and guidance materials to be delivered to sub-Branches to bridge any gaps in understanding within the above categories. It is important to note that the CAR is not designed to be a mechanism for disciplinary action – rather a way to directly support sub-Branches in their operations and delivery of our charitable purpose; supporting veterans and their families.

To access the CAR, log into the sub-Branch portal with your RSL NSW email address and password. Select ‘Compliance Report’ in the top navigation bar and follow the instructions to complete the Report. You can find an explanation of how to complete the CAR on pages 14 and 15 of the updated sub-Branch Portal User Guide. Sub-Branch Office Bearers are encouraged to collaborate on the completion of the CAR, to ensure the accuracy of responses.

If your sub-Branch does not have access to a computer and/or internet to meet its reporting obligations in 2023, please submit a request for assistance to purchase necessary equipment by completing the Support & Assistance Fund Application Form and submitting it to ANZAC House for review.

Feedback will be sought from sub-Branches about the functionality and content of the CAR by way of a feedback form which will be distributed to the participating sub-Branches after 31 May 2023.
